Scope

Mental privacy concerns direct neural data and indirect inferences about emotion, attention, intention, vulnerability, belief, or cognitive state from biological and behavioral traces.

Public significance

Institutions can cause severe harm without literally reading thoughts. A probabilistic guess becomes consequential when it influences employment, education, insurance, policing, border decisions, benefits, or targeted persuasion.
