Monitoring usually combines selectors, records, metadata, public-source context, behavior patterns, keyword flags, AI triage, and human review. The public question is what evidence turns a signal into action.

Selectors Start The Search
Names, phone numbers, emails, device IDs, plates, case numbers, account IDs, addresses, payment trails, and IPs can pull records together. Require authority, purpose, scope, expiry, and audit trail for each selector class.
Metadata Builds The Map
Time, place, frequency, routing, contacts, shared infrastructure, service logs, and broker profiles can reveal relationships and routines even when content is unavailable. Treat metadata as identity-rich evidence.
Language Collapses Without Context
Research, satire, protest, journalism, translation, fiction, grief, argument, and quotation can look alarming when stripped from purpose. Review must protect context before a flag becomes a file.
Scores Need Error Tests
Behavior models and anomaly flags should be tested for false positives, protected-activity bias, stale data, demographic skew, location error, shared devices, and downstream consequences.
